BACKGROUND
In 2013 the voters passed a $6 million dollar bond for improvements to the existing Schertz Ballpark and Maske Road Soccer Complex (now known as the Johnie McDow Sports Complex and the Schertz Soccer Complex.)  For reference that bond language was as follows: “Proposition No. 2 – The issuance of $6,000,000 of the City of Schertz, Texas General Obligation bonds for designing, constructing, and equipping new athletic and recreational sports fields and related parking and restroom and concession facilities at the existing Schertz Ballpark and Maske Road Soccer Complex.”

As those two projects were developed in tandem but with slightly separate time lines, the project management team was conservative in managing the budget.  After close-out on both projects was complete, it was determined there was $193,494.64 left in bond funds.  Staff worked to create a plan to utilize the remaining funding to complete projects that were value-engineered out of the project in the earlier stages. Staff had hoped to partner with SYSA in particular to jointly fund lighting of fields at the soccer complex. In light of the impact of the pandemic that does not seem likely. As such, staff is proposing to make a number of long discussed improvements at the baseball complex.

One of those needs is shade structures over the bleachers at the Johnie McDow Sports Complex.  In the period since the initial ballpark expansion, BVYA was able to secure grant funding for the initial 12 shade structures surrounding Fields 1-4 but was unable to construct shade structures surrounding Fields 5-7.  Staff worked with T.F. Harper & Associates, a BuyBoard vendor, to develop a plan for the remaining (9) shade structures needed. Using a BuyBoard vendor allows staff to not formally bid a project, however staff did research costs with other firms to ensure the price for equipment from T.F. Harper & Associates was not significantly higher than other firms.

Additional needs at the Johnie McDow Sports Complex include a small playscape unit (equivalent to what is installed at the Schertz Soccer Complex), a picnic pavilion, and additional parking in the rear of the facility.  Additional needs at the Schertz Soccer Complex include additional field lighting (currently only 2 out of the 12 fields are lighted), concession kitchen equipment, and picnic tables.  Staff is working on identifying the remaining projects that can be funded with the remaining bond funds to get those allocated quickly.

This project was quoted by TF Harper based on the terms and conditions set forth in BuyBoard Contract 581-19. The City is authorized to proceed with a single quote via the Buyboard contract as per the Texas Local Government Code Section 2155.004 and the City's Purchasing Policy. 
GOAL
The goal is to utilize remaining bond money to add needed features to the city’s athletic and recreational sports fields.

 
COMMUNITY BENEFIT
The project will enhance the safety, aesthetics, and functionality of the athletic complexes and provide our residents with quality public recreation spaces.

FISCAL IMPACT
The cost for 9 shade structures and all installation is $62,737.07 and will be paid for out of the $193,494.64 in remaining general obligation bond funds. After quotes for lighting are received, staff will come back with contracts to expend the rest of the bond funds.
