BACKGROUND
The City of Schertz had entered into license agreements with the Buffalo Valley Youth Association (BVYA) and the Schertz Youth Soccer Alliance (SYSA) for the use, maintenance an operation of the Cities baseball and soccer fields and building located on Oak Street. Both agreements require those organizations to pay to repay the City for 30% of utility charges. The pandemic has caused most of both league's activities to cease.

The attached letters show utility charges for BVYA and SYSA for the 1st and 2nd quarters of 2020.  Per our public facility license agreements (BVYA 19-R-18; SYSA 15-R-65), the associations' responsibilities are 30% of the total utility charges.  Given the financial strain that the COVID-19 pandemic has put on our associations due to lost revenue from tournaments, cancelled registrations, and future credits for non-refundable registrations, the associations are asking to waive the utility charges for the 2020 calendar year.  These non-profits simply do not have additional revenue streams to make up for the loss of registrations; they operate with such a slim margin normally with little going into reserves.  If we do not support the organizations in this manner, it's likely that they will go defunct, and the city will lose the approximately $500,000 in value of in-kind labor that these organizations provide.

 
GOAL
City staff has determined that waiving the utility reimbursement requirements for the 2020 calendar year totaling approximately $20,000, will help keep BVYA and SYSA solvent, and continue to produce in-kind value to the City of Schertz which serves a public purpose.
COMMUNITY BENEFIT
Both BVYA and SYSA provide opportunities for youth in Schertz and the surrounding areas to participate in recreational sports such as soccer, baseball, softball, football, cheerleading, volleyball, basketball, and swimming. Recreational sports keep kids physically active, socially engaged, and teaches valuable lessons such as character development and good sportsmanship. Quality youth sport programs are a hallmark of a strong community with a strong quality of life.

Approval of resolution 20-R-76.
FISCAL IMPACT
 Revenue loss for the city is estimated at $20,000 for the 2020 calendar year. The amounts for the first 2 quarters of 2020 are listed below.  The last two quarters will be calculated once the utility bills come in.
