BACKGROUND

In December of 2018 the Police Department purchased seven (7) 2019 Ford Explorers PIU vehicles to add to or replace Patrol vehicles. The vehicle and Officer WatchGuard vehicle and body cameras.

The WatchGuard camera system provides a much more comprehensive way to accurately record, catalog and store Police interactions and events. The WatchGuard system is designed for the “in-car” video to work in combination with body worn cameras.

Santikos Entertainment donated $25,000 to the Schertz Police Department to help in the procurement of the WatchGuard System.

Resolution 19-R-04 originally authorized $80,000 to procure the WatchGuard System for the Police Department. During the purchase of the camera system, it was determined additional docking systems and Information Technology (IT) requirements were needed for this system, bringing the current total acquisition cost to 91,412.50, an additional $11,412.50 above 19-R-04.

The authorization request for $95,000.00 is to insure there are adequate funds to complete the installation of the equipment in the vehicles or potential contingencies.

GOAL

To obtain authorization from City Council to purchase WatchGuard recording systems in an amount not to exceed $95,000. This amounts will allow for the planned purchase and any small unforeseen expenditures that occasionally occurs with such projects.

COMMUNITY BENEFIT

The new recording system will benefit the public by producing more evidence to aid in prosecution and giving more perspective of our Officers interactions with the public and our Citizens.

SUMMARY OF RECOMMENDED ACTION

Staff recommends that Council authorize the purchases of the recording equipment at a not to exceed amount of $95,000.

FISCAL IMPACT

Funds for this project have been budgeted through the General Fund and through donations from Santikos Entertainment. No additional funds are being requested.
