BACKGROUND
The Texas Department of Transportation (TxDOT) is undertaking the FM 1518 Project, which improves the roadway from FM 78 to IH 10.  TxDOT has let the project and has awarded the construction contract to SER Construction Partners, LLC (SER).  SER is in need of a location to stage equipment and materials for the project and has identified space at 11958 Schaefer Road which belongs to the City of Schertz.  The portion of property to be leased and used is 7.5 acres of the 13.6-acre parcel with no immediate plan of use identified by the City.  SER has made an offer to lease the property through 2027.  The lease includes a rent of $2,500 per month.
GOAL
To obtain authorization from City Council to lease property at 11958 Schaefer Road to SER Construction Partners, LLC, for use as a construction yard for the TxDOT FM 1518 improvement project.
COMMUNITY BENEFIT
The leasing of this property allows the contractor to have a relatively central location to stage for the construction of FM 1518.  This will help reduce congestion on other roadways as the contractor must move equipment and materials throughout the project duration.
SUMMARY OF RECOMMENDED ACTION
Staff recommends Council approve Resolution 24-R-39 authorizing the City Manager to execute the necessary documents to lease property at 11958 Schaefer Road to SER Construction Partners, LLC.
FISCAL IMPACT
Rent charged to SER will be equal to $2,500 per month, with a late charge of $25 per day paid to the City.
RECOMMENDATION
Approve Resolution 24-R-39.
