SPECIAL MEETING
 March 8, 2021

A Special Meeting was held by the Schertz City Council of the City of Schertz, Texas, on March 8, 2021, at 12:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to-wit:

Mayor Ralph Gutierrez; Mayor Pro-Tem Jill Whittaker; Councilmember Mark Davis; Councilmember Rosemary Scott; Councilmember Michael Dahle; Councilmember Allison Heyward; Councilmember Tim Brown
Absent:
Councilmember David Scagliola
Staff present:
City Manager Dr. Mark Browne; Assistant City Manager Brian James; Assistant City Manager Charles Kelm; Assistant to the City Manager Sarah Gonzalez; City Secretary Brenda Dennis; Deputy City Secretary Sheila Edmondson
             
Call to Order

Mayor Gutierrez called the special meeting to order at 12:00 p.m.
             
Opening Prayer and Pledges of Allegiance to the Flags of the United States and State of Texas. (Mayor Gutierrez)

Mayor Gutierrez provided the opening prayer followed by the Pledges of Allegiance to the Flags of the United States and the State of Texas.

Mayor Gutierrez stated he has a special announcement: Council and guests, while seated it is perfectly fine for you to remove your mask or while speaking at the podium, but as you approach the dais or depart the Chamber we respectfully ask that you place your face mask back on.
             
Hearing of Residents

Mayor Gutierrez indicated that no one signed up to speak. Mayor Gutierrez asked the City Secretary if anyone had signed up by email, and City Secretary Brenda Dennis indicated no.
             
Discussion and Action Items
             
1. Ordinance 21-M-10 - Consideration and/or action approving an Ordinance by the City Council of the City of Schertz, Texas authorizing the City to temporarily adjust its rates and charges so that the City may bill the lower of January 2021 or February 2021 for water consumption to customers; repealing all Ordinances or parts of Ordinances in conflict with this Ordinance; providing an effective date; and declaring an emergency. First and Final Reading (M. Browne /B. James/J. Walters)

Mayor Gutierrez recognized Finance Director James Walters who introduced this item answering questions from Council.
  Moved by Councilmember Allison Heyward, seconded by Councilmember Michael Dahle to approve Ordiance 21-M-10 first and final reading declaring an emergency.
