BACKGROUND
Previously, the City authorized survey and civil engineering design for stream restoration of the drainage ditch along the FM 482 access point to Fire Station No. 2.  To avoid further deterioration of the drainage ditch, the ditch requires erosion protection. This project includes erosion repair along the slope of the existing ditch. As part of the erosion repair work the existing driveway at the station will be reconstructed.

Work proposed under this contract includes the clearing of trees and brush from the project area and installation of erosion control measures; excavation, grading, and reconstruction of the existing channel; installation of concrete riprap channel lining for soil stabilization; demolition and reconstruction of the concrete culvert headwalls, culvert wingwalls, existing pavement, curb, and concrete riprap.  

Bids for Fire Station No. 2 Access and Drainage Improvements were opened on February 16th, 2021.  Four bids were received.  Of the four bids, the lowest bid was from C3 Environmental.  Staff has reviewed the bids and supporting documentation and determined that the bid from C3 Environmental is acceptable.
GOAL
To obtain authorization from Council to execute a contract with C3 Environmental for $210,816.66, and a not to exceed amount of $220,000, for the Fire Station No. 2 Access and Drainage Improvements Project.
COMMUNITY BENEFIT
Replacing the driveway access and providing bank stabilization will prevent further deterioration and ensure emergency operations are maintained.
SUMMARY OF RECOMMENDED ACTION
Approve Resolution 21-R-20, authorizing execution of the construction contract for the Fire Station No. 2 Access and Drainage Improvements Project with C3 Environmental for $210,816.66 and a not to exceed amount of $220,000.
FISCAL IMPACT
The cost of the project shall not exceed $220,000 and funding is available from excess general fund reserves identified in the Fiscal Year 2019-2020 budget as designated for drainage projects.
RECOMMENDATION
Staff recommends Council approve Resolution 21-R-20 and authorize award of the bid for the Fire Station No. 2 Access and Drainage Improvements Project to C3 Environmental Specialties, LP, for $210,816.66 and a not to exceed amount of $220,000.
