THE MAIN STREET COMMITTEE
REGULAR SESSION

November 17, 2020
 
                               
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on November 17, 2020, at 6:00 p.m. in the Hal Baldwin Municipal Complex Civic Center - Conference Hall, 1400 Schertz Parkway, Building #5, Schertz, Texas. The following members present to-wit:

Call to order (Councilmember Davis)

Chair Davis thanked and welcomed all attending and explained the purpose of the Main Street Sub Committee.

Chair Davis called the meeting to order at 6:00 p.m.
             
Hearing of Residents

This time is set aside for any person who wishes to address the Committee. Each person should fill out the speaker’s register prior to the meeting. Presentations should be limited to no more than 3 minutes.

Any person making personal, impertinent, or slanderous remarks while addressing the Committee may be requested to leave the meeting.

Discussion by the Committee of any item not on the agenda shall be limited to statements of specific factual information given in response to any inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered.

No one signed up to speak, but Chair Davis indicated that he does things a little different and if there are those present who would like to speak or have comments, you will be recognized.
             
Discussion and/or Action Items
             
1. Minutes - Consideration and/or action approving the minutes of the September 15, 2020, meeting.
  Moved by Mayor Ralph Gutierrez, seconded by Councilmember Place 7 Tim Brown to approve the June 16, 2020 minutes.

2. Parking Update - Update and discussion regarding parking lot improvements.

Chair Davis recognized Assistant City Manager Brian James who discussed the various spaces for parking that will be available and are available up and down Main Street and the unified design issues/elements of the parking lots. The questions were asked if the committee felt like there should be some kind of buffer (walls) between parking lots in reference to adjacent businesses and residential homes and using existing signage and/or new signage. Members of the community, members from the Schertz Historical Preservation Committee, and the Main St. Committee discussed different options and ideas for Main Street to remain consistent, but also rustic. The general thought/goal for Main Street is to be a place for social gathering, look pretty, preserve our local heritage, and comply with local businesses and residential property owners. Vice Chair of Schertz Historical Preservation Committee Dean Weirtz brought up using the coat of arms for the City of Schertz on possible signage. Assistant City Manager Brian James could not find a picture of the coat of arms and stated he would have it the next meeting along with other visual options.(Please see the attached PowerPoint for visual aid)
             
3. TxDOT Medians - Discussion regarding improvements to TxDOT Medians.

Chair Davis recognized Assistant City Manager Brian James who clarified the main discussion will not be about TxDOT medians but city medians. There is only one median that will include TxDOT. The consensus/suggestion from Engineering and Parks was not to put plants in that will have to be maintained, but rather put a unified stamped colored concrete across the top of the medians. The suggestion was accepted by those present.
             
4. Art Program Design - Update and discussion regarding art designs.

Chair Davis recognized Assistant City Manager Brian James who gave specifics on the leasing of spaces for the sculptures including the time frame for the lease agreements. Some discussion ensued about the actual sculptures being placed in the city.
             
5. Art Installations - Update and discussion regarding art installation and selection.

Chair Davis recognized Assistant City Manager Brian James who discussed the funding of HOT funds and Capital projects for the artwork being placed around the city. Mr. James also discussed getting the installation going (modeling the process after Georgetown) and using Parks to help expedite this process. Mayor Ralph Gutierrez suggested having an art contest with the six fire hydrants on Main St. and judging the actual painting of the hydrants.
             
6. Street Furniture Design - Review street Furniture options.

Chair Davis recognized Assistant City Manager Brian James who discussed the benches, trashcans, and bike racks being considered for Main St. Discussion ensued about the design and maintaining the old time classic look.
             
7. Branding Design - Review Branding Design Options.

Chair Davis recognized Assistant City Manager Brian James who discussed the branding design options. Mr. James stated he would come back with additional feedback based on the committee's suggestions and comments.
             
8. Public Gathering Spaces and Events - Discussion and Direction.

Chair Davis recognized Assistant City Manager Brian James who discussed areas on Main St. where folks can congregate and suggested the old hospital being the best place. Mr. James gave details about the potential design and landscape improvements of the old hospital area and a possible license agreement with the owner. Discussion ensued on possible design of the hospital area. Mr. James also brought up the two railroad crossings on Main St. and suggested possibly eliminating one of the crossings and asked for the committee's reaction. Discussion ensued about the possiblity of closing one railroad crossing.
             
Adjournment

Chair Davis asked the group if they had future items to be placed on the agenda. Lighting on Main St. was suggested for a future topic.

Chair Davis recognized Mayor Gutierrez who moved, seconded by Councilmember Brown to adjourn the meeting. Chair Davis adjourned the meeting at 7:42 p.m.
