A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on August 6, 2019, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to-wit:

Call to Order – City Council Regular Session

Mayor Pro-Tem Allison Heyward called the regular meeting to order at 6:00 p.m.
             
Opening Prayer and Pledges of Allegiance to the Flags of the United States and State of Texas. (Councilmember Gutierrez)

A. Mayor Pro-Tem Oath of Office -
Oath of Office administered to Councilmember Tim Brown. (City Secretary)

Newly appointed Mayor Pro-Tem Tim Brown took charge of the meeting at this time.
             
Presentations:
  • 20 Year Service Pin recognition for Lieutenant Chris Meek with the Fire Department. (M. Browne)
City Manager Dr. Browne provided a brief bio on Lieutenant Chris Meek and thanked him for all he has done and is doing for our City. Dr. Browne presented him with his 20 Year Service Pin.
  • Recognition to Dr. Brooke Knowlton for her support with Animal Care Services. (C. Kelm/G. Dispain)
Animal Control Manager Ginger Dispain recognized Dr. Brook Knowlton for all the services she has provided for the Schertz Animal Care Facility and thanked her for her service to the City.

City Manager Dr. Browne also gave his thanks to Dr. Brook Knowlton for the critical care she provides for the Animal Care Facility.
             
Employee Recognition
  • Human Services: Yolanda Valdez Administrative Assistant; Public Works: Leroy Moody and Roberto Valdez Drainage Worker 1
Human Resources and Purchasing Director Jessica Kurz introduced new employee Yolanda Valdez and gave a brief bio. Mayor Pro-Tem Brown and Council welcomed Yolanda.

Water/Wastewater Manager Jimmy Hooks introduced new employee Leroy Moody and gave a brief bio. Mayor Pro-Tem Brown and Council welcomed Leroy.
             
City Events and Announcements

Assistant City Manager Brian James provided the following announcements:

The Schertz Fire Department is accepting donated fans to help our citizens beat the heat. You can drop off your donated fans at any Schertz Fire Station.

Filing for Schertz City Council and Mayor Election for November 5, 2019, began July 22, 2019.The City of Schertz will be holding its General Election on November 5, 2019, for the purpose of electing Council Members in Place 1, Place 2 and for Mayor for a three-year term, from November 2019 to November 2022.

Any candidate desiring to have his or her name on the Official Ballot shall file an application with the City Secretary’s office no later than Monday, August 19, 2019 by 5:00 pm. The application shall be in writing in the form prescribed by the Texas Election Code requesting that his or her name be placed on the Official Ballot and declaring themselves as a candidate.

The Candidate packet is available in the City Secretary’s office at 1400 Schertz Parkway, Building 2, or it can be found online at www.schertz.com. Should you have any questions, please contact the City Secretary’s office at (210) 619-1030.

Dr. Browne recognized the Parks and Recreation Department for their recent efforts in the success of the Ashley Park Re-opening. Dr. Browne thanked those that made it a success.

Mayor Pro-Tem Tim Brown recognized Boy Scout Koen Kelm with Troop 343 who was in the audience this evening working on his Citizenship in the Community Merit Badge.

Hearing of Residents


This time is set aside for any person who wishes to address the City Council. Each person should fill out the speaker’s register prior to the meeting. Presentations should be limited to no more than 3 minutes.

All remarks shall be addressed to the Council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Council may be requested to leave the meeting.

Discussion by the Council of any item not on the agenda shall be limited to statements of specific factual information given in response to any inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those persons who
have signed up to speak in the order they have registered.


Mayor Pro-Tem Brown recognized the following people:
  • Dana Eldridge - 2628 Gallant Fox Dr. - Expressed his concern about poor communication for the point of contact with the Police Department in reference to the National Night Out event. He also stated his concern with the traffic leaving FM 78 to FM 3009 in reference to the light and turn lanes.
  • Maggie Titterington - 1730 Schertz Parkway provided the following Chamber Updates/Announcements:
August 23, 2019,1st Annual Caterpillar Chamber Bowl to benefit DECA Programs for Clemens and Steele High Schools. Players still needed.

Maggie also expressed her appreciation to Chief Building Official Gil Durant, Planner 1 Emily Delgado, Senior Graduate Engineer Larry Busch Jr., and Public Works Inspector Mike Columbo for their assistance offering options/solutions for a local businessman to complete his business.
  • Michele Tereletsky - 705 Marilyn Dr. - Expressed her gratitude for the relationship with Police liaison Helen Lafitte and the exemplary help/attention she gave their Neighborhood Watch Group. She expressed her sincere hope for their new liaison to take a personal interest in their Neighborhood Watch Group.
             
Consent Agenda Items

The Consent Agenda is considered self-explanatory and will be enacted by the Council with one motion. There will be no separate discussion of these items unless they are removed from the Consent Agenda upon the request of the Mayor or a Councilmember.

The following Consent items were read into record:
             
1. Minutes – Consideration and/or action regarding the approval of the minutes of the meeting of July 23, 2019. (B. Dennis)
             
2. Ordinance No 19-S-19-  Consideration and/or action regarding approval of an Ordinance on a request to rezone the northeast corner of the intersection of Main Street and Williams Street, more specifically described as Guadalupe County Property IDs: 67715 and 67570, approximately 0.60 acres of land, from Single Family Residential District (R-2) to Main Street Mixed Use District (MSMU). (B. James, L. Wood, E. Delgado) Final Reading.
             
3. Ordinance No. 19-M-18 - Consideration and/or action to approve an Ordinance by the City Council of the City of Schertz, Texas amending the City of Schertz Code of Ordinances and certain other Ordinances by amending and establishing fees for certain licenses, permits, and other services provided by the city of Schertz. (M. Browne/B. James/J. Walters) Final Reading.
             
4. Resolution No. 19-R-96 – Consideration and/or action approving a Resolution by the City Council of the City of Schertz, Texas approving and authorizing a Water and Waste Water line Easement Agreements across Private Property from LIB Holdings and other matters in connection therewith. (C. Kelm/J. Hooks)
             
5. Resolution No. 19-R-97 - Consideration and/or action approving a Resolution by the City Council of the City of Schertz, Texas, authorizing the pursuit of Transportation Alternatives Program funding and Safe Routes to School Infrastructure Program funding for the construction of sidewalks and crosswalks near schools within the City of Schertz. (B. James/K. Woodlee/C. Palomo)

Expressed a desire to send our prayers and blessings from the City of Schertz to Dayton, Ohio and El Paso, Texas.
Councilmember Scagliola attended the following events and made the following remarks:
  • Pre-budget Workshop - Thanked the staff for their work preparing and explaining the budget.
  • Ashley Park Ribbon Cutting - Remarked on the amazing job done and the dedication of staff "thinking outside the box."
  • TML Region 7 meeting in Eagle Pass. Congratulated Councilmember Heyward for her position as president of TML Region 7.
Councilmember Heyward attended the following events and made the following remarks:
