BACKGROUND

The City of Schertz Parks, Recreation, and Community Services Department works with T.F. Harper & Associates, a BuyBoard Purchasing Cooperative vendor, on various park projects, including the ongoing renovation at Ashley Park. Council approved Resolution No. 19-R-28 on March 5, 2019 to authorize expenditures in excess of $50,000, and to purchase and install equipment totaling $104,083. In that accompanying City Council Memorandum, it was noted that city staff had already spent $10,696.40 in the current fiscal year with T.F. Harper & Associates prior to asking for authorization to spend the additional $104,083, and it also noted the intent to spend approximately $35,000 in additional park equipment in the future, but there was not a “Not to Exceed” amount included in the resolution. Staff has also added an extra approximately $10,000.00 to the above amounts if funding is available for some additional items this fiscal year, for a not to exceed amount of $160,000.00.

GOAL

This resolution aims to clarify the total amount of expenditures with T.F. Harper & Associates in Fiscal Year 2018-019.

COMMUNITY BENEFIT

Expenditures with T.F. Harper & Associates to purchase playground equipment and park fixtures will enhance the safety, aesthetics, and functionality of the parks and provide our residents with quality public recreation spaces.

FISCAL IMPACT

Currently, in the FY18-19 fiscal year we have spent $107,730.74 with this vendor and estimate spending additional funds for park equipment and associated installation costs in an amount not to exceed $160,000 total.
