BACKGROUND
The Woman Hollering Creek Wastewater Trunk Main and Lift Station Project (WHC WW Project) is part of the City's effort to establish and expand public wastewater collection and conveyance service to the southern portion of Schertz.  The project generally consists of 13,000 linear feet (lf) of 30-inch diameter gravity main, 1,500 lf of 18-inch gravity main, 6,000 lf of 14-inch force main, and a wastewater lift station with 16-foot diameter storage and wet wells.  The wastewater main will be installed within easements acquired from 20 separate property owners.  Once constructed, the project will provide the backbone to a future system that will serve approximately 4,461 acres and 6,450 dwelling units in an area known as the WHC sewershed.  The project will convey wastewater to the newly constructed CCMA water reclamation plant on Trainer Hale Road.

Proposals for the WHC WW Project were opened on July 28, 2021.  Six responses were received and evaluated based on qualifications of bidder and experience on similar and public projects, available resources to complete the project, corporate history and stability, references, and cost.  An evaluation team reviewed the bids and supporting documentation. Of the six proposals, the best qualified and lowest cost bid was from Thalle construction Co., Inc.  Staff has determined that the offer from Thalle Construction Co., Inc., is acceptable. 

In addition to bidding the project with standard materials historically used in the City of Schertz, and to the capacity required today, three alternatives were bid:
  1. The first was for the use of fiberglass reinforced plastic (FRP) pipe in lieu of polyvinyl chloride (PVC) pipe.  The use of FRP pipe was considered because of its expected cost competitiveness at the size required.  Acceptance of this alternate results in a deduction from the base bid of $190,075 and it is recommended by Staff.
  2. The second alternative bid was for the use of polymer concrete manholes instead of more commonly used precast or cast in place concrete manholes.  The benefits of the use of polymer concrete manholes include corrosion resistant characteristics, high structural strength with a thinner wall, and the fact that they are manufactured in taller sections than standard concrete manholes, thus minimizing the number of joints through which groundwater infiltration commonly occurs.  The cost of the alternative using the polymer concrete manholes is an addition of $433,970 to the base bid.  Because of the positive attributes of the use of polymer manholes, and because the lowest cost bid came in lower than the budget considered, staff recommends acceptance of this alternate and installation of the polymer manholes.
  3. The design of the lift station and forcemain was done in a manner that would operate under existing flow conditions and provide for ease of expansion to accommodate future flow with the addition of another pump and a parallel second forcemain.  The third alternate bid was for the installation of that second forcemain at this time.  By doing that, future savings would be realized since additional mobilization and inflation costs would be eliminated.  The cost impact of this alternate would be an additional $2,053,130 on this contract and is cost prohibitive at this time.  Staff recommends rejection of this bid alternate.   
GOAL
The goal of this resolution is for City Council to authorize the execution of a construction contract for the Woman Hollering Creek Wastewater Project with Thalle Construction Co., Inc., including the acceptance of the Base Bid as well as Alternate 1 and Alternate 2, and rejection Alternate 3 for a total agreement amount of $10,567,170.  Approval of Resolution 21-R-106 will also authorize a contingency of expenditures with Thalle not to exceed $11,100,100.
COMMUNITY BENEFIT
Construction of the Woman Hollering Creek Wastewater Project in southern Schertz will provide wastewater conveyance capacity for existing and new development in the Woman Hollering Creek sewershed.  This project will provide the initial flow of wastewater to the CCMA southern water reclamation plant that is complete, but unused to this time.  Without this project, further development in this part of Schertz will be curtailed and limited to projects for which wastewater is collected and transported by truck (pumped and hauled) or treated via on site sewage facilities (OSSFs).  The Woman Hollering Creek Wastewater system will provide for the conveyance of flows from the Hallie's Cove Subdivision (currently served by a pump and haul scenario).  The project will also allow for elimination of the existing Sedona lift station on FM 1518 and the package wastewater treatment plant that currently treats wastewater generated by the Crossvine Subdivision and is quickly nearing maximum capacity.
SUMMARY OF RECOMMENDED ACTION
It is recommended that Council approve Resolution 21-R-106 to authorize execution of the construction contract for the Woman Hollering Creek Wastewater Project with Thalle Construction Co., Inc. for $10,567,170 and a not to exceed amount of $11,100,000.
FISCAL IMPACT
The not to exceed amount being authorized with Resolution 21-R-106 is $11,100,000.  Total funding needed for the current construction effort, including this construction contract together with ancillary tasks such as construction management and quality assurance services, field quality control and laboratory testing services, and extension of electric power to the lift station site is $11,783,000.  That funding is budgeted to come from 2013 Bond Sales ($1,788,000), Wastewater Capital Recovery Funds ($7,795,000), and planned Future Bond Sales ($2,200,000). 
RECOMMENDATION
Staff recommends Council approve Resolution 21-R-106 and authorize award of the bid for the Woman Hollering Creek Wastewater Project - accepting the Base Bid, Alternate 1, and Alternate 2 and rejecting Alternate 3 - to Thalle Construction Co., Inc. for $10,567,170 and authorize contingency expenditures to a not to exceed total of $11,100,000.
