BACKGROUND
The 2020 SPAM Resurfacing Project is a continuation of the City’s comprehensive pavement preservation effort that began last year.  The project’s goals are to perform the necessary prep work to various city streets, then apply a new driving surface to them.  For this project, slurry seal is being added on top of the road.  A slurry seal is a thick mixture of sand and oil that is spread onto the street surface.  The oil/sand mixture seals the surface of the street, rejuvenates the existing pavement, and provides a new wearing surface for vehicles to drive on. 

When the project was originally scoped, more streets were included in the slurry seal list.  As the project was designed, it was discovered that the project budget was not sufficient to provide for slurry sealing all the originally intended streets.  As a result, the project scope was modified to select the streets in the original project area that needed the slurry seal application now, instead of some that could wait for a future project.  The streets that would not be able to receive a slurry seal with this project effort, will instead be crack sealed.  Crack sealing these streets will help preserve them and save some effort for the future resurfacing project. The project also includes applying a slurry seal on top of the chip seal applied last year in The Estates at Wilson’s Preserve.  The other areas that were chip sealed last year will receive a fog seal on top of the chip seal via a separate contract.  We did not receive any bids for the fog seal contract when we advertised for bids last month.  The fog seal contract is being re-bid now.

Two bids were received on September 8, 2021, for the project.  The bids ranged from a low of $2,056,151.23 to a high of $2,745,202.43.  The low bid received was below the Engineer’s Estimate for the project. Selection of the best bid was based primarily on cost.  All bidders were required to submit additional information, such as experience on similar projects; experience on public projects; available resources to complete the project; corporate history and stability; and references. The additional information was used to verify the bidders were capable of completing the project.  Based on the information provided, all bidders are capable of completing the project work.  The lowest bid received for was from Intermountain Slurry Seal, Inc. The Engineer (Kimley-Horn Associates) has reviewed the bids, checked references, and verified the additional information provided for the bid and recommends award for the construction contract to Intermountain Slurry Seal, Inc. Staff concurs with the Engineer’s recommendation.
 
A construction contract awarded to Intermountain Slurry Seal, Inc. would perform prep work and apply a slurry seal to streets in The Estates at Wilson’s Preserve, and the other blue highlighted streets in the attached maps.  The green highlighted streets in the attached maps will be crack sealed.  The street prep work is expected to begin in November and will take a few months to complete.  The slurry seal application is expected to occur in April or May of 2022.
GOAL
To obtain authorization from City Council to execute a construction contract with Intermountain Slurry Seal, Inc. for $2,056,151.23, and a not to exceed amount of $2,153,000, for the 2020 SPAM Resurfacing Project.
COMMUNITY BENEFIT
The project will perform prep work (base repairs, crack seal, minor asphalt leveling, etc.) and apply a slurry seal to various city streets.  The project will also crack seal various city streets.  The crack sealing will help prevent moisture from getting into the base, reducing the chances of developing potholes or base failures in the streets.  The other prep work and slurry seal application will preserve the existing street section and provide a new driving surface to the streets.
SUMMARY OF RECOMMENDED ACTION
Authorize execution of the construction contract for the 2020 SPAM Resurfacing Project to Intermountain Slurry Seal, Inc., for $2,056,151.23 and a not to exceed amount of $2,153,000.00.
FISCAL IMPACT
Funding for the project will come from excess Certificates of Obligation Bond Funds for streets and from Excess General Fund Reserves allocated to streets (SPAM).
RECOMMENDATION
Staff recommends Council approve Resolution 21-R-105 and authorize award of the bid for the 2020 SPAM Resurfacing Project to Intermountain Slurry Seal for $2,056,151.23 and a not to exceed amount of $2,153,000.00.
