THE MAIN STREET COMMITTEE
REGULAR SESSION

September 15, 2020
 
                               
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on September 15, 2020, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers Conference Room, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to-wit:

Call to order (Councilmember Davis)

Chair Davis thanked the new visitors for attending and explained the purpose of the Main Street Sub Committee as a committee to move the bond (of one million dollars) issued for Main Street along for re-vitalizing Main Street. Chair Davis called the meeting to order at 6:06 p.m. and indicated that a quorum was not present. Items can be discussed but not voted on at this time.
             
Chair Davis, not having a quorum present, moved to address item 2.
             
1. Minutes – Consideration and/or action regarding the approval of the minutes of the meeting of June 16, 2020. (B. Dennis)
  Moved by Councilmember Place 7 Tim Brown, seconded by Mayor Ralph Gutierrez to approve item #1 the Minutes from June 16, 2020.

2. Parking Strategies - Update and discussion regarding parking strategies.

Chair Davis gave a brief explanation on developing a clear parking plan and introduced Assistant City Manager Brian James who gave an explanation on the parking difficulties on Main Street. He discussed the acquired lot purchased by the City for parking, as well as potential lots, and the spaces made available by street surfacing. Mr. James discussed the variety of situations on Main St. that will need discussion on a case by case basis for development of any kind. Mr. James stated the parking challenge is a long term situation that will need to be watched with additional lots to be purchased as needed in the future. Staff asked for clear direction on proposals on Main St. if they are non-starters or an option the City would be open to pursuing and how.
             
3. Main Street Zoning District - Update regarding the Main Street Zoning District.

Mayor Ralph Gutierrez arrived at 6:16 p.m.

Chair Davis, having a quorum at this time, went back to Item #1 Minutes and asked for a motion on this item. Please refer back to item #1 to see the vote.

Chair Davis provided a quick overview of the Main Street Mixed Use District and turned it over to Assistant City Manager Brian James. Mr. James further explained the Main Street Mixed Use District and the ability it gives for a district to allow both commercial and residential use and the zoning involved.
             
4. Sidewalks - Update and discussion regarding sidewalks.

Chair Davis gave a brief explanation on the plan for sidewalks on Main Street and turned it over to Assistant City Manager Brian James who recognized Public Works Director Suzanne Williams and Public Works Manager Doug Letbetter for their work on the sidewalks and approaches on Main Street. Mr. James further discussed the sidewalks and timeframe for completion on Main Street and answered questions from the committee and audience.
             
5. Art Installations - Update and discussion regarding art installation and selection.

Chair Davis gave a backstory on the art installations on Main Street and turned it over to Assistant City Manager Brian James who further clarified the art vision on Main Street. The three visions/categories are as follows:
  • wall construction and mural
  • sculptures - individual sculptures up and down Main Street
  • sculpture - diorama scene in Cutoff Park
Mr. James answered questions from the committee and audience.

             
6. Projected Timelines - Update regarding list of tasks/projects with projected timelines.

Chair Davis recognized Assistant City Manager Brian James who gave a synopsis of the tasks/projects with projected timelines for the Main Street Committee and answered questions from the committee and audience. 

Chair Davis noted we didn't have a place on our agenda for hearing of residents.  He asked if anyone had any comments/suggestions they wanted on the next agenda to bring it up now and it could be added to the next agenda.
 
  • Mr. Dean Weirtz asked to have the issue of improving the Boulevards off Main Street discussed.
  • Mr. Nick Marquez asked to have a Flood Plain discussion on Main Street in reference to FEMA.
  • Mr. Nick Marquez asked for feedback on what can be done about safety/speeders/stop signs on Main Street.

Chair Davis adjourned the meeting at 7:10 p.m.
